Add the Progress Pride Flags to the flags that don’t require permission

There are rules about the flags that can be flown without local planning authority consent. The Rainbow Flag is already listed, subject to certain restrictions. We would like the Progress Flag & its Intersex inclusive version to be listed too, allowing organisations to demonstrate inclusiveness
