I don't understand why Parliament have made this rule, I think e-scooters, bikes and other e modes of transport are a good thing.

Ban all electric scooters on public roads
We ask the Government to ban e-scooters on public roads due to the increasing number of accidents, injuries and fatalities. They pose serious risks to riders, pedestrians and other road users. Stronger regulation and enforcement is urgently needed to protect public safety.
Improve safety for E-Bikes and E-Scooters to reduce injuries
• Make helmets mandatory • Introduce drink/drug limits, with enforceable testing powers • Raise minimum age FOR USE to 18 • Cap rental e-bike/scooter speeds at 12 mph nationwide • Require safety inspections and minimum maintenance standards • Strengthen penalties against dangerous riding
Introduce compulsory third party insurance for electric mobility scooters
There is currently no legal requirement for drivers of electric mobility scooters to obtain third party insurance cover; as such any person sustaining injuries through negligence of the driver can have a low chance of claiming compensation. We would like to see compulsory insurance introduced.
Rental scooters left on pavements causing obstruction
Blue rental scooters are being left scattered across pavements and blocking pedestrian access. Questions raised about council responsibility for managing scooter numbers and placement.
Require Councils to Permit Cross-Pavement EV Charging
Require local councils to allow residents without driveways to install safe cross-pavement EV charging gullies. We think this would support EV adoption, reduce barriers, and help the UK meet climate targets while keeping pavements safe and accessible.
