We want all animal breeders to pay for a licence to breed animals. This licence fee would go toward the cost of regulating the industry. Make it a legal requirement that all rehoming and rescue charities obtain vets notes from previous owners when dogs are given up. This will show a full report of the animals health to ensure what the previous owner has disclosed is correct.
