Provide funding to partially cover costs of private healthcare

Provide funding for any NHS patients to access private treatments for procedures that the NHS typically covers, covering the costs equivalent to what the NHS would normally pay if the treatment were conducted through the NHS. Patients would then only need to cover the difference in cost.
