The Court ruled that coastguards can be workers when paid for duties; it did not order Ministers to scrap payments. Can the Minister tell me what lawful alternatives were considered, why the impact assessment has still not been published and whether he will publish the MCA survey? Will he pause September’s change while considering an approach that will not risk gaps in emergency cover when people in coastal communities such as mine dial 999?”
