“My right hon. Friend has been generous with taking interventions. I support his amendment and note that his amendment helpfully includes e-scooters, because there is a real problem. As e-scooters do not meet the criteria in the Highways Act 1980, they are effectively banned. When I speak to the hard-working police in Waterlooville, they say that e-scooters are banned in public areas. We have a real problem with illegal usage in public areas and in the shopping centre. However, people do not know that, and we need the law to be more proactive, deliberate and expressive, and that is why an amendment like this is right.
