Neil spent his working career as a tenant farmer on the Southwick estate where he was brought up. He played a major role as a local and regional representative in the National Farmers Union. He has been a Winchester District Councillor representing Southwick and Wickham for over 10 years. He is currently Deputy Leader of the Council having played a key role in sustaining the financial viability of the Council in recent years.
