Require employers to pay unused annual leave or carry it over to the next year

Every year 1000s of workers do not claim their full annual leave entitlement for many reasons. It should be law for employers to pay all unused holiday at the end of each year or carry it over. Employers budget for it and should not benefit from those who are happy to work rather than have time off.
